The attorneys who build compliance training differently

SHIFT HR Compliance Training was founded by two employment law attorneys who spent years representing employers in workplace disputes and realized that the training meant to prevent those disputes wasn’t working. They built SHIFT to fix that: compliance programs designed by attorneys, grounded in real cases, and structured to change how people respond when the situation isn’t straightforward.

Reinventing compliance training

SHIFT was built from decades of firsthand experience seeing how workplace issues actually unfold and where traditional compliance training falls short in preventing them.

1993 – 1996 | From law school to big law

Katherin Nukk-Freeman and Suzanne Cerra first met as roommates at Boston College Law School. After graduating, both began their careers at large law firms, representing employers in workplace disputes and employment litigation.

1996 – 2005 | Seeing workplace conflict up close

From inside the legal system, they saw what happens when workplace culture breaks down: routine interactions that escalated into harassment claims, discrimination lawsuits, and costly settlements because early warning signs were missed and people didn’t know how to respond in the moment. They decided to take a different approach.

2006 | Building a law firm focused on prevention

Katherin and Suzanne founded Nukk-Freeman & Cerra (NFC), an employment law firm dedicated to helping organizations proactively manage workplace risk and grew it to the largest woman-owned firm on the East Coast. Through that work, they identified a pattern: organizations invested in policies and programs, but employees and managers still lacked the practical judgment to apply them when it counted.

2016 | Fixing the workplace training problem

Katherin and Suzanne launched SHIFT HR Compliance Training – a company built on the conviction that compliance training should do more than satisfy a regulation. It should prepare people to act with clarity when the situation demands it.

Drawing on decades of employment law experience and modern learning design, they created programs that are legally rigorous, scenario-driven, and built to influence behavior, not just complete a requirement.

"Compliance isn’t a policy. It’s a decision someone makes when something feels wrong and no one is watching. Our job is to make sure they’re ready for that moment."

Our core values

Standards shape culture

The rules an organization sets and how consistently it enforces them tell employees what’s actually valued. We design programs that make those standards visible, personal, and worth following. Because compliance that exists only on paper protects no one.

Proactive by design

Reacting to problems is expensive. Preventing them is a discipline. We build programs that help organizations identify risk early, address concerns before they escalate, and create the conditions where misconduct is less likely to take root.

Law in practice

Legal standards mean nothing if the people accountable for them can’t apply them in a live situation. We translate regulation into real-world judgment so compliance isn’t abstract, it’s operational.

Accountable partnership

We don’t hand off a course and disappear. We stay close, updating content as regulations shift, aligning programs to organizational realities, and treating our clients’ compliance posture as something we’re personally invested in.
